Seamus, a Founding Partner, is a Chartered Quantity Surveyor, Chartered Builder, adjudicator, arbitrator, and mediator. With over 30 years’ experience in commercial, project and dispute management, Seamus has worked for engineering and construction companies, consultancies and client organisations on projects in various countries across the world including the UK, Ireland, Germany, Russia, Ukraine, Mexico, USA, India, China and the Middle East.

Seamus has provided cost planning, estimating, procurement, contract claims (typically related to delay and disruption, loss and expense and final accounts) and commercial management on a broad range of projects including rail, metro, power, steel plants, pharmaceutical, oil and gas, airport, bridge, commercial, residential, civil, educational, health and industrial utilising standard and bespoke main contracts and sub-contracts including NEC, JCT, ICE, FIDIC. In addition to his experience as a construction professional, Seamus has been involved in a wide range of dispute matters and has provided independent Quantum Expert evidence in different dispute resolution fora, including testifying in international arbitration. He has also assisted clients and their legal teams with litigious matters in the formulation of strategy, preparation of documents and case presentation in adjudication, arbitration and litigation in the UK and abroad.

Process Plant, Kingdom of Saudi Arabia

Appointed by the EPC contractor as the Quantum Expert in an ICC arbitration seated in London between it and the employer relating to a subrogated claim brought by the insurers concerning the remediation costs of a process plant after an explosion. Seamus also assisted Counsel during the preparation of pleadings, cross examination of the expert and factual witnesses and the closing submissions.

Rail, London, UK

Appointed by the employer as the Quantum Expert in a dispute concerning the valuation of compensation events under a NEC3 (Option C) contract during the design and build of a new ticket hall and sundry works at a station in central London, which involved the valuation of design, temporary and permanent construction works, prolongation, disruption and acceleration.

Residential Property, Jersey

Appointed by the employer as the Quantum Expert in litigation proceedings in Jersey concerning the cost of remedial works to a high-end residential property.
